2024 H2 Balance & Mechanics Patch

Addressing the ascended Spiked Shield/Chained Shield and PvP counter-attack metas:
* Spiked Shield/Chained Shield: removed fixed miss chance
* Ranger Specialization: Added the "Eagle Eyes" passive, reducing miss chance by 50%
* Atlas Vanguard: Added the "Homing Shield" passive, slightly reducing miss chance
* Titanguard: Added the "Homing Shield" passive, slightly reducing miss chance
* Titanguard & Gilgamesh: increased dexterity
* Gilgamesh: Added the "Homing Shield" passive, slightly reducing miss chance
* Gilgamesh Hercules: Added the "Steadfast" passive
* Gilgamesh Ursa: Increased the bonus given when wielding a Two-handed weapon
* Gilgamesh Ursa: Added the "Pommel Of Ursa" passive, increasing both two-handed weapon damage, as well as increased Collateral Damage and Collateral Damage chance when wi
* Gilgamesh Ursa: Removed auto-counterattack
* [PvP] Decreased the chance that a counterattack can occur in PvP by 50%
* [PvP/PvE] Players can no longer counterattack when afflicted by an immobilizing status effect
* Strikes of Ursa now takes one less turn
* The Ward bonus given by Ascension levels has been lessened after Ascension Levels 50 and 100
Addressing some of damage inflation issues in endgame:
* Reduced the bonus multiplier of Ultima when hitting an elemental weakness
* Effects that boost the effectiveness of critical hits will now stack additively instead of multiplicatively
-- ie: 5 Steady Hands of Prometheus will grant 1.5x damage bonus rate instead of a 1.61x bonus
* Effects that boost the damage of specified elements (ie: Fire Damage: +5%) will now stack additively instead of multiplicatively
Other changes:
* Monster weakness review:
-- There are now an equal amount of elemental weaknesses in the game for each of the 4 faction elements
-- Ensured that at least 30% of each tier is weak to at least one of the 4 faction elements
* Realmshifter Corvus: Removed the Avidity passive
* Realmshifter Corvus: Added the "Critical Poise" passive, disabling the possibility of status effect fading on any turn with a critical hit
* Deity Ara: The maximum in-battle stat boost of the "Apex (Ara)" passive has been decreased from +120% to +100%
* Channelalus now requires 2 turns in battle
* Decreased the defense penetration of "Rend / Epee" from 5 to 4 and increased the damage to compensate
* Apex charge is persistent across battles in Monuments
* Midgame Arcane spells (Arcana, Arcanus, etc) now use either the magic or attack stat, whichever is higher

Mage classline identity improvements:
* Introduced the "Manaflasks" and "Bloodflasks" passives to the Mage classline, allowing the usage of Flask abilities in battle
-- Flask abilities are similar to spells, but require Flask charges opposed to mana
-- Each mage class has preset Flasks available to them, which do not need to be equipped to be accessed in battle
-- Flasks receive charges by making use of elemental spells in battle
-- Flasks receive extra charges by making use of elemental weaknesses in battle
-- Heretic Ara and Corvus spells additionally charge flasks
* Introduced the passive "Efficacious", allowing the Mage classline to bypass elemental immunities and reduces damage taken when casting a multi-turn spell
* Reworked most of the Ara spells to be more useful
